Does California Law Provide Special Protection to Victims of Dog Bites?

Yes.  California Civil Code section 3342 provides for "strict liability" against dog owners.  Simply stated, a victim does not need to prove that the dog's owner should have known the dog would attack, or should have take precautions to prevent the attack (Negligence).  The victim need only prove that the victim was bitten (or otherwise attacked) by a dog, and that the the defendant is the owner of the dog.
